Land Registry And Cadastral Information System - TAKBIS

TAKBIS Project was realized by HAVELSAN in two phases as the Pilot Application in the period of 2001 to 2014 and the Dissemination Application in the period of 2005 to 2009. The project aimed at presentation by means of the LIS (Land Information System) of all property and geographical data to all in-agency and  non-agency stakeholders for the purposes of planning, decision-making and managerial activities as per the legal legislation in effect within an integrated system. Benefits of the system are summarized below:

  • The application union in terms of demands of both officials and citizens in all land registry and cadastral applications across the nation has been ensured by means of a standard infrastructure;
  • Errors of officials are prevented so as the damage the officials and citizens might incur via the smart applications incorporating the upto- date legal legislation and necessary controls in every step;
  • Personnel productivity increased thanks to the Decision Support System which is provided to every employee of any degree in addition to standard operations;
  • Access to fast and reliable data in electronic environment is ensured from anywhere in the country;
  • Generalization of Land Registry and Cadastral procedures in the electronic environment contributed to Government-citizen interaction;
  • Contribution was made to fast and effective government functioning, less paperwork and bureaucracy and increased service quality;
  • Citizens now have access to their land registry information and relevant geographic data over the e-Government Site on a 7/24 basis;
  • Procedure errors and omissions resulting from incomplete document or information have been eliminated;
  • Document frauds and forgeries have been prevented;
  • Errors in land registry records from the past to the prevent were identified and potential loss of rights of citizens that might be caused by such errors were eliminated;
  • Correct identification of beneficiaries in applications of health card for uninsured people prevented abuse of this system;
  • Bureaucratic problems and impediments that institutions or citizens faced with were eliminated / mitigated;
  • Time and operational cost saving was ensured by means of reliable integration environment in the electronic environment through the use numerous other e-Government applications (National Judicial Network - UYAP, Central Civil Registration System - MERNIS, Revenue Administration - GIB, National Address Database - UAVT, Municipalities, etc.);
  • Improvement of audit and inspection activities and control of procedures and transactions as well as transparency in the procedures increased trust in land registry records;
  • The system assisted the reduction in tax revenue losses;
  • Problems associated with ageing of physical materials on which data was recorded was eliminated.
The TAKBIS Project received the grand award in the “Category of E-Services from Government to Citizens in the 2006 eTR Awards.”
